Ripoff they get hacked and refuse me service Internet

About 2-3 years ago PayPal got hacked into and apparently my account was one of them. Since then they refuse to let me get a new account. I had over $250.00 left in my account. When I asked them for it they said they had sent it - well, 2-3 years later and I have'nt seen it yet!!
