Ebay ripoff, pocket bikes, 50cc quads

I puchased a 50cc quad from Tony Dizlle of ASAPCOM1 off of ebay on 2-24-05. I have over 100 emails from this man stating that he is going to give me my refund. I have heard every excuse there is and I want him to have to pay for everything he has done.
