Ripoff-never received cigaretts ordered Nov. charged $14.95 for service not provided

Ordered two cartons of cigaretts in Nov. 2004 and never received them. Sent e-mails from freshcartons.com web site, they replied saying will be delivered any day now. Then the web site changed name to cigbargains.com and have nothing to freshcartons.com, there is a phone # 1-800-254-4463 posted for infomation about orders made before Dec. 7. I called them and they told me I would get my order by the end of the month. Called first week in Jan. And they told me there was a problem but now I will get my order by the end of Jan. Called the end of Jan. And they told me to get the money from my credit card company. The credit card company says you must report within 60 days. E-mailed, got no reply. Called again and they said there was nothing they could do, other than rip me off.
