Ripoff Fraudulent billing, forcing someone to go to a website, then billing them, there should be a law for this invasion of privacy

I got my bill today for $30 in my husband's name, who doesn't even use the computer - but yes Premier Premium Communications whoever that is has our phone number. I was working on my computer trying to block unwanted and unsolicted popups when I get this message saying I was being directed to a site at the UK and I would be charged $1.99 per minute. I have no idea what site because I had to shut my computer down to stop it. It is like rape because you go there whether you want to or not. I have a DSL connection so I heard nothing dial up. I did shut the computer down as soon as I saw $1.99 - I don't even work.

I never use our phone number for making any kind of long distance but this bill says I had 6 minutes for $30.00 and if I don't pay by 12/3 they will charge a $4.95 late fee plus there may be charges on our local phone bill. It has our phone number on this bill. I'm furious that someone would have our number without our consent. Why would I give someone permission to take advantage of me - I didn't. It's also Friday and my local phone company is closed - how convenient is that? Now I have to wait until Monday to see if I have any surprises on my phone bill. I'm going to contact FCC also. This is absurd.
