After learning the surgeon did not fully repair the torn rotator cuff surgery and was not interested in knowing about post operative problems, I filed a complaint with the Medical Board. The complaint included the concern that 1 of 4 muscles was still torn.
The Board's final report stated that the doctor acted appropriately.
It is apparently appropriate and legal for a doctor to successfully do only 75% of the surgery in Arizona. Makes one worry about other surgeries. I am trying through physical therapy to learn to compensate for the lack of one shoulder muscle, but how does one compensate for 1/4 of the heart valves not connected?
Are doctors in Arizona protected or what?
