Advanced Chiropractic Dr. Don Humphries cheated me out of $99.00. He flat out lied over the phone saying he would pay

Dr. Don Humphries of Advanced Chiropractic center in Lake in the Hills, IL used my advertising services and signed an agreement for $99.00. The services were completed and after numerous attemps to collect my money he still won't pay. He even said he would pay me over the phone but that was a lie. He is now approaching 90 late and he will not respond to any of my calls or letters.
