Medical insurance fraud

Gail sadler Arnp runs an office out in north tampa where she treats patient on a regular basis with out the supervision of a doctor and then she bills numerous insurance companies for these office visits because she illegally gets group contracts with these doctors. When I know that a doctor is never or has never been in the practice to supervise her and check on the patients and in the state of florida doctors can have other offices but they still have to check on the arnp and patients how do you bill medicare for these office visits when they never ever have seen a doctor and to me not only is it very unsafe it is illegal...
