Scamming and misrepresentation

I paid my health insurance for 6 months at a time, totaling 688.00 dollars. I switched to select blue cross one month into the premium. Constitutional life told me there was no refund given for the remaining 6 months and this was the pennsylvania law. I am stuck with 2 insurances as my supplement insurance to medicare. Constitutional life agent, jerry joseph never disclaimed that there were no refund if paid in advance.

They need to refund me my money back as no law exists stating insurance company cannot refund due to the Pa. Law. I hope other medicare patients are aware of pre-paying in advance for 6 months. My coverage was from 4-o1-o2 to 10-1-02. My blue cross coverage began on 5-01-02.
