Paid for Ensure Milk Shipment Never Delivered by Supplier

Hello everybody,
I had a transaction with Mr Paul Jors at http://afrinickel.21food.com/showroom/203388/products.html
I discussed Ensure milk with him. He said he would supply it and ship it to me shortly, but when I transferred the money to him he never shipped it. This is his address:
