Won't cancell and still taking money from my bank account

I have tryed to cancell this account for almost 2 years with no good results. I went to my bank and was told it would cost me $25.00 to stop payment each and every time they tryed to collect this money. I want it stopped and stopped now. Why can't I cancell this account? I would like to recover my $46.00 I pay each and every month.
