Www..com i paid for my free phone with check they told me that i needed 500$ done i dont have they still took the money out of checking 22$ Internet

I aplied for a free cell phone (t mobial) at free celluler.com. When i applied and payed with check they later sent me an email, and told me that i needed 500$ for a down payment. Wich i didnt have, they also sent me an email saying that my credit card would not be charged but i didnt pay with credit card.

The 22$ was still taken from my account and i havent recieved anything. I would like my 22$ returned to my bank acount. They have no right to take it when i cant put the down payment. So the money should have not been taken.
