Though the circuit does generate power, it's not perpetual and requires as much or more power to work. It's a scam which they have been called out on and have already made retractions to smooth things over. This is a manual on how to save energy not build a free energy generator. The device was based on the Bedini SG circuit and in no way represents a free energy source. Do some research on the product and save yourself some money.
