Verizon Charging Fraudulent $1.99 Data Usage Charges

I keep getting a $1.99 per megabyte charge on my billing. I do not seem to be able to keep the charges from getting on my billing. Two thing to keep in mind about my account are I have internet access blocked, and my plan includes unlimited texts, pictures and video.
I have called customer service for the past 2 billings and had one of the charges reversed since I have all internet/get it now/data functions blocked on my service.
The most recent billing shows another charge for $1.99. This charge is in error and is fraudulent! I was told by a Verizon rep. AND his supervisor that the charge cannot be reversed.

I have talked to several verizon reps and they tell me that I either have tried accessing Get it Now (which is blocked) or that some other picture type features could access the internet. How can this be if the internet features are blocked?

I was told by the supervisor that I have no control over this unless I have all pictures and videos also blocked from my account; this means I would still be paying for unlimited texts, picts and flix but would no longer have the full features of that service.

So this is a Catch 22. I either get charged for a service that is supposed to be blocked OR I get charges for a service that would no longer have the full features. I have searched the internet and I'm not alone in this complaint. This has Class Action written all over it!
