Before sending money for T.V. I want to know if it is not a scam. Ripoff

I recieved a Time Sensitive Document on the 8th of December. I am suppose to get back with Sweepstakes Clearinghouse by December 24th to be entitiled to the T.V., along with this notice I'm supose to send $37.96 required for immediate delivery. Before I do this I wuld like to know if this is a true gift or am I just getting taken advantage of. As an individual of 60 years old every penny I have is important to me and I just don't have this kind of money to give even if I do need the T.V. Can anyone help me find out if this is a real gift???
