Bait and switch offer one price and then bill differently

I ordered a camera off the website with a guaranteed advertised price of $249 and $44.99 shipping and handling. When the bill came from the bank it was $423.94. The company tried to say there was an Amercian Price and camera and a foreign price and camera. Tried to resolve it with them and they refused so sent product back and reported them for bank fraud, mail fraud, and consumer fraud.
