Help! They are Keeping our Pel Grants!

It is difficult to concentrate on your studies when your school is ripping you off!

I am a former employee of Kaplan University, due to a major layoff 2 years ago. As part of my severance package, I was awarded a full scholarship. (With a B or Better grade in each class) I am presently a few classes from graduating.

I rely on my Financial Aid to live on.

This term I did not receive my Pel Grant. I called Kaplans financial Aid office and was told I had canceled it. I asked for a manager to call me back. I knew I had not canceled it and that they had received my Pel Grant funds nearly a month ago. Again, I called back and spoke to another Financial Aid advisor and was told that I was no longer eligible for the Pel Grant, and that I had used up all that is could use in a lifetime. I informed the advisor that was incorrect and I can see on my account that Kaplan received the Pel Grant funds on 10/3. They told me, that they would put in a
request for someone to contact me.

Never once, have they tried to reach me via phone or email regarding this Pel Grant issue. I have received no notification on it being canceled, used up, or any other reason why I would not receive it.

I own $25.00 for a book that they tell me I purchased. The collections department called me and I explained that I was still waiting on my Pel Grant and then I would pay Kaplan for the book when I receive the funds. She told me that the Kaplan School Employees that attend Kaplan and are eligible for the scholarship program are no longer getting their Pel Grants, that money would now be going to Kaplan University. That this was their way to discourage students for applying for loans.

I have been lied to, ignored, and put off by Kaplan. I don't know who to believe. After reading more about the Pel Grants, I do not think Kaplan has the right to keep my Pel Grant money, especially not disclosing what was happening.

I need help in recovering my Pel Grant. Please recommend who would be the best person or agency to contact regarding this matter.
