Ripoff, dishonest billing

I received a bill for $60.00 for a call to the United Kingdom that was never made. They threatened to send it to a collection agency if it wasn't paid by 10/02/04.

I tried to go to the web site, but it doesn't seem to exist. I'm not sure what I'm supposed to do.
