Charged $16.95 on my credit card, I do not know who they are?

WC Value Plus-V shows no phyical address, no E-mail address, and a none working phone number. They charged my credit card with $16.95 a charge that I did not make.in fact I can not even find out who they are??? Much less how to get in touch with them..

I received a cd in the mail i thought was the kit for 3,99 they charged my credit card in dec of 08, now 1/13/09 they charged my credit card 72.89 with no authiorzation or knowledge by me that this was goint to happen
