Ripoff Took payment for book and did not delive

I sent, in November of last year, payment for a book entitled "The Errant Sovereign's Handbook"; I received an automated response that the book had been shipped. After over a month of no delivery, I attempted to contact them with no success. For weeks now I have gotten "email boxes full" messages or fax tones when calling their main number. They have been totally unresponsive to date. Yet their Website appears to be taking orders and appears to be fully functional!
