Fraudulent Billing ripoff

On 2/21/06 I ordered doggy steps from Invention Channel's web site. I was told that my charge would be $59.97. On 2/22/06 this amount correctly appeared on my bank statement. I received my order on 3/2/06. On 3/6/06 I noticed that Invention Channel charged me a second $59.97. When I notified the company by email on 3/7 I received a reply that I needed to call their NJ Office at 973-227-8777.

I call the company and spoke to one service rep and then his supervisor, Marianne. The company admitted their duplicate billing error but said that a credit would not be issued until I returned the second shipment (which I haven't received). I was told to refuse delivery when it arrived and to call back telling them that I returned the shipment. When asked why the first package arrived in 4 days and this second package has not been received after 7 days I was told that the company couldn't guarantee that the postal service would deliver the package and that the company only knows knows that it was sent.

I've notified my bank of this fraudulent charge and have filed a disputed charge on Invention Channels.
