They send merchandise that is torn then do NOTHING about it and do not reply to E-mails texas

I ordered a ski belt from homeclick made by TRC (Texas Recreational center). The ski belt was missing 2 brackets so you cannot adjust it to your waist size. They have refused to answer my E-mails and the lady at the 800# claims she does not know how to returm merchandise that has something wrong with it.
