There should be something illegal about this sort of thing. This company or person probably covered all his bases with that legal mumbo jumbo on the letter. But this is exactly what our country is facing with identity theft.
On the return envelope it has "permit number 154"
I believe this allows for cheaper bulk rates. So our taxes pay for the post office which gives these services to "LVAAP" helping them commit this fraud.
