Ripoff cash prize winner for a processing fee

My boyfriend received a letter about winning 525,439 dollars and they wanted 21.95 for a processing fee. There was no name on the bottom of the report where someone supposidly signed the letter. When he tried to call for information the phone number wasn't any good. So we looked it up on the internet and found a previous report and decided to file one ourselves
