Ripoff debit my account of 39.96 been 9 weeks no computer e-mail no contact

On nov. 17, I applied for a computer online [circuitmicro] and was told I was a proved and would be contacted 1 to 10 days after they contact my bank for the business fee. I didnot hear from them until I receive my bank statement saying my account was debit 39.96 by circuitmicro, I have call their phone to no aveil, I have sent e mails to no aveil
