Dishonest Company - Filed a Public Record on my Credit Report Englewood

I monitor my credit report through Experian and just received notice that I have a public record against me from Pacific Palisades for $187. They claim their client was ATT Wireless. I've never had an ATT Wireless Account. I'm disputing it through my credit report, but I wonder how they're able to file a public record against me even though I was never notified of any activity.
