Payment upfront / no product delivered — They'll 'get back with me'? - Hasn't happened yet

Early October I ordered two barstools from this website, BarstoolsSuperCenter.com. The website says these stools ship in '7 to 21 days'. Most people will think that means 1 to 3 weeks, but not so! This means business days, and so that means 1.5 - 4 weeks. I think that was purposefully deceptive, but after four weeks, they still did not ship.

I've been calling every week — and lately, every few days — since then. Every person who takes my calls says they will check on it and get back to me within 24 - 48 hours. Not a one of them has call back yet. It has supposedly been referred to a supervisor. When no action occurred, the operator said she'd look into it personally and 'get back with me', which she never did. Next time I called, I found out that operator was no longer with the company! That was two weeks and two operators ago.

No supervisor is ever available to help. It takes '24 to 48 hrs' supposedly to get a supervisor to call me back, but since I never got a call-back, I don't know if a supervisor even saw the order information.

At one point I told the operator that I just want a refund and to cancel the order. She said she could do that but that if it had already shipped, I'd be liable for shipping costs both ways, AND a restocking fee. That was probably three weeks ago.

On their website, one can supposedly check on one's order. There it has said the order is 'Pending Fulfillment' this whole two months. The operator with whom I spoke today said my only two options were to let her check on the status of the order and 'get back to me within 24 - 48 hrs' or have her refer it to her supervisor who would 'get back to me within 24 - 48 hours'! Since I have never gotten a call-back, it looks like a lose/lose situation.
