Gardeners Choice AND Spring River ripoff No plants received for hard earned money

Ordered tomato plants from Garnders Choice and never received plants. Ordered lavender plants from Spring River and never received plants. How can such companies stay in business in the USA? Why can't anyone do anything? I want my plants or money!!!
