Ron Morgan Never payed the subcontractor!

I hired Ron Morgan to take out an old sidewalk and replace it with a new one. He gave me a nice email explaining everything they would do and also I signed a contract that stated all the work to be done. To my dismay, this morning a second company came to my door and said they were putting a lien on my house because Ron Morgan never payed them their money! The work done was adequate, but none of the extra cleanup work was completed as promised...
