Offers tree trimming service, takes down payment check, doesn't return

This man is very plausible; discusses various tree problems, says he studied horticure at Cal Poly, Pomona, comes from a big farm family; also sells palm trees as another business, Tropical Treasures. He offers to takes payments, interest-free over a 4-month period, but needs a down payment in cash to pay his workers; they will start tomorrow at 7:30. He calls about 8 am and says they'll be there shortly as they have to dump their trucks first. He and his workers never show up. He's cashed the check first thing in the morning.
