Wally Tingley misrepresented himself at a real estate closing by not disclosing he had ownership interests in property that was being purchased. Wally Tingley failed to pay utility bills that were past due at property, and new owner was forced to settle bad debt with City of Austin in order to connect new utility service. Wally Tingley refused to reimburse new owner of past due utilities.
