Ripoff superattendent horses around instead just of working

I am asked to stay around to answer questions, he takes his time, I have to wait long and he is busy and yells at me when I approch him, then I cant wait any longer so I drive off and he turns off my electricity as punishement, He is fuming when I return, then just yelling at me when I asked of what happened.
