Beware of this real estate fraud artist.

Dinkins lives in Las Vegas but deals in properties in Arizona, California, and Utah. The address he uses is a private mailbox. The last time I looked I found no real estate in the Clark County, Nevada, in Dinkins' name but I believe that he actually resides at 5609 Crimson Ridge Drive in Las Vegas. This is less than a half mile from his private mailbox and the home is owned by Tina (Rip-off REDACTED). Her name shows up on some of the documents Dinkins has recorded in Mohave County, Arizona.

Dinkins operates by contacting the owners of undeveloped rural subdivision lots. He offers to buy the lots for as little as fifty dollars. He then sells the lots for a profit. Nothing wrong with that except before he got kicked off of eBay he would run up the prices with shill bidding.

But the swindle does not stop there. Arizona law strictly regulates the sale of undeveloped rural subdivided land. Dinkins claims to be immune from Arizona law because he is not an Arizona resident and he is dealing over the Internet. Arizona law requires that a cash sale of undeveloped rural subdivided land be done through a licensed escrow agency. It further requires filing several affidavits and disclosures and it requires the seller to provide a marketable title. Dinkins demands payment be made directly to him, he does not file any other required documents, and he provides a quitclaim deed to the buyer.

Under Arizona law, a quitclaim deed is not a deed of conveyance. That is, one person cannot use a quitclaim deed to transfer ownership to another. Quitclaim deeds can only be used by an owner to surrender his interest to one or more co-owners. So the poor fool who buys from Dinkins will end up with a useless deed and will have to spend thousands on a quiet title action in the courts if he ever wishes to build on the property.

But wait! There's more! For the last several years Dinkins claims that he is merely a trustee, rather than the actual owner. The problem with that is that Arizona law requires any deed held by a trust to state when and where the trust was formed. Imagine what a problem one of his victims will have quieting the title when the seller never even existed. Among the trust names he has used in Arizona are: Counter Balance Land Trust, Outcast Land Trust, Rickman George Land Trust, Kirkland Foundation West Land Trust, and Howard Northshore Land Trust.

I first encountered Dinkins selling his stuff on eBay several years ago. At first I thought he was a misinformed seller and I innocently offered him some advice about selling Arizona real estate. He responded by calling me on the telephone and asking me if I worked for a law enforcement agency. (I always get a little suspicious when anyone selling anything asks if I am a cop.) Since I once was an officer of the Superior Court I gave him the name of the judge who had appointed me. Dinkins actually called the court to attempt to verify that I was a law enforcement agent. Once he concluded that I was not a cop he began harassing me and my wife. Dinkins sent my wife an anonymous email claiming that he and I had a long-standing homosexual relationship. He made an anonymous report to the zoning department claiming we were illegally operating a business from our home. Dinkins emailed my eBay customers and told them I would defraud them.

Dinkins has used the aliases of Howard Noonan, Chris Dounlap, and David Reyes.

Dinkins used to have a website where he would offer to sell you his real estate secrets. What Dinkins calls a secret is what the rest of us call criminal activity.
