Visa: disputes, lost cards, gift cards and merchant complaints (checked October 15, 2026)
Most people who search this page have a problem with a card that carries the Visa logo: a charge they dispute, a declined or lost card, a gift card balance, or a merchant that would not accept the card. Visa's own pages, opened on October 15, 2026, say that most of these are handled by the bank or company that issued the card, not by Visa Inc.
- Dispute a charge: Visa's support page says: 'To dispute a charge, please contact your issuer or bank using the toll-free number located on the front or back of your Visa card.' It adds that the issuer or bank will often require detailed information about the transaction.
- Card declined or account questions: the same page tells cardholders to contact their issuer or bank, and states 'Visa does not set up, service, or have access to cardholder or merchant accounts'.
- Lost or stolen card: Visa lists 1-800-847-2911 from the U.S., an online request form and chat on its 'Report a lost or stolen card' page, and says it 'works with your financial institution to cancel your lost card and get you a replacement card or emergency cash'. If your country is not listed, the support page gives a collect number, +1-303-967-1096.
- Unauthorized charges: that page describes Visa's Zero Liability Policy as its 'guarantee that you won't be held responsible for unauthorized charges', and its footnote says the policy 'does not apply to certain commercial card and anonymous prepaid card transactions or transactions not processed by Visa' and that cardholders 'must use care in protecting their card and notify their issuing financial institution immediately'.
- Gift cards: Visa's support page directs cardholders to its 'Visa Gift card balance' page for balance, activation and lost-card questions. Its 'Visa Gift card balance' page says: 'Start by looking at the back of your gift card. Typically, you'll find a toll-free number you can call to discover your balance', or check at the card issuer's site (it lists Vanilla, Giftcards.com, Gift Card Mall, Navy Federal and Walmart), and for a declined purchase 'please contact the card issuer at the toll-free number listed on the back of the card'.
- Concerns about a merchant: Visa's support page links a form for 'concerns involving a merchant'. On surcharges, the two Visa pages are worded differently. The support page says a merchant may add a surcharge on a Visa Credit card, Visa Debit card or Visa Gift card and 'must make it clear at the point of sale'; Visa's Visa Rules and Policy page answers 'Is a merchant allowed to add a surcharge to the purchase amount for using a Visa card?' with 'In general, no' and adds that 'In the U.S., surcharging is permitted on credit cards in most States'. On limits, both pages say a merchant generally may not set a minimum or maximum for a Visa transaction, with a U.S. exception allowing a $10 minimum on credit cards; the rules page says that if a merchant refused the card on that basis (a minimum or maximum on a debit card, or more than $10 on a credit card), 'please notify your Visa card issuer'.
- Calls claiming to be Visa: Visa's support page says 'Visa doesn't call or email cardholders and request personal information' and that phone calls that use Visa's name can be reported through its Contact us page.
- Outside Visa: you can file a complaint with the CFPB about a bank-issued card (consumerfinance.gov/complaint) and with the FTC. Keep statements, dates and names of the people you spoke with.
Regulator actions: U.S. Department of Justice debit antitrust lawsuit (September 2024)
United States v. Visa Inc. (S.D.N.Y., filed September 24, 2024). According to the Justice Department's press release, it filed a civil antitrust suit alleging that Visa monopolizes debit network markets in violation of Sections 1 and 2 of the Sherman Act. The release says the complaint alleges that more than 60% of U.S. debit transactions run on Visa's network, that Visa charges 'over $7 billion in fees each year' for processing them, and that Visa maintains its position through agreements with merchants and banks that penalize routing transactions to other networks. These are the government's allegations. Visa's Form 10-K says the complaint seeks, among other relief, to enjoin the alleged practices and that the court denied Visa's motion to dismiss on June 23, 2025. The release also recalls that in 2020 the Justice Department sued to stop Visa's acquisition of Plaid and that 'the companies abandoned their planned $5.3 billion merger'.
Visa's 10-K also describes earlier Antitrust Division civil investigative demands (2012, 2021 and 2023) concerning PIN-authenticated debit and U.S. debit competition. The case concerns network fees and competition; it is not a consumer refund program, and no consumer payment has been ordered in the sources opened.
Who Visa is: network operator, not a card issuer
Visa Inc. is a Delaware corporation whose Class A common stock trades on the New York Stock Exchange under the symbol V. Its Form 10-K for the fiscal year ended September 30, 2025 describes it as 'a global payments technology company' that provides transaction processing (authorization, clearing and settlement) among consumers, issuing and acquiring financial institutions and sellers through its network VisaNet, and reports approximately 34,100 employees at September 30, 2025. The filing says: 'Visa is not a financial institution. We do not issue cards, extend credit or set rates and fees for account holders of Visa products.'
Why that matters for a complaint. A card with the Visa logo is issued by a bank, credit union or program manager that sets the interest rate, fees, gift-card terms and customer service for that card. Visa publishes rules (its Visa Rules and Policy page) that govern how financial institutions and merchants use the network, and its support page directs dispute questions to the issuer. A complaint about a credit card's interest rate or a prepaid card's monthly fee is therefore usually about the issuing bank or program manager whose name is on the card.
The company says in its 10-K that it has been in the business of facilitating commerce since 1958. BBB's raw page data for Visa Inc. shows a business start date of June 1, 1970 and incorporation on June 9, 1970. The SEC filing lists a post office box in San Francisco as the principal executive office address; BBB lists a Foster City, California headquarters address.
Complaint record: our archive, BBB and Trustpilot as displayed on October 15, 2026
usacomplaints.com archive. About 150 published posts from 2000 to 2013 have an offender field that starts with 'Visa'. Most name something else: bank-issued Visa credit, debit, prepaid or gift cards (Providian, NextCard, Green Dot and similar programs), unrelated businesses with 'Visa' in the name (visa-processing agencies, a payment-processing website, a nutrition-shake company), statement descriptors of unfamiliar charges, and prize or fraud-call messages that use Visa's name. Those are not linked as complaints about Visa Inc. We link 4 posts (2004 to 2012) whose writers direct the complaint at Visa itself: a merchant's dispute over a card chargeback, a cardholder describing a chargeback and Visa customer service, a writer describing a Visa gift card call to Visa, and a writer about debit-card acceptance after the debit settlement. We also link 4 posts as brand mentions only, where a Visa-branded prepaid or gift card or a Visa benefits program is the subject but the issuer or administrator sets the terms. The writers are individual visitors, the posts are unverified, and they reflect the periods in which they were written.
BBB. BBB profile for Visa Inc., 900 Metro Center Blvd, Foster City, CA (headquarters and corporate-owned locations), as displayed on 2026-10-15: BBB Accredited Business, rating A+; complaints tab '357 total complaints in the last 3 years' and '67 complaints filed in the last 12 months'. Per the page's raw data, accredited 2001-08-27, file opened 1995-05-07, business start 1970-06-01.
Trustpilot. Trustpilot page for visa.com as displayed on 2026-10-15: 282 reviews, score 1.2, 'Unclaimed profile', listed under the category 'Visa Consultant'. Reviews on the page include comments about the card network as well as visa-application services; Trustpilot says it does not fact-check reviews.
CFPB. A lookup of the CFPB consumer complaint database's company-name suggestions for 'Visa' on 2026-10-15 returned no matching company name. This does not prevent consumers from complaining to the CFPB about a bank-issued Visa card; such complaints are filed against the issuing bank.
Lawsuits: interchange litigation, debit class actions, ATM fees (as described in Visa's SEC filings)
Visa's quarterly report for the period ended June 30, 2026 (filed July 29, 2026) and Visa's 8-K of September 23, 2026 are the sources for the company-side status below; the MDL 1720 and Department of Justice dockets were opened on CourtListener on October 15, 2026 and are cited where they add detail. In the interchange litigation, the 10-K says: 'The Company believes it has substantial defenses to the claims asserted in the putative class actions and individual merchant actions'.
Interchange multidistrict litigation (MDL 1720, E.D.N.Y.). Merchants have sued Visa, Mastercard and banks over interchange fees and card-acceptance rules. The 10-K says the court granted final approval of the Amended Settlement Agreement with the Damages Class on December 13, 2019 and the Second Circuit affirmed on March 15, 2023. For the Injunctive Relief Class, the 10-Q says Visa and Mastercard entered a superseding amended settlement on November 10, 2025, preliminary approval was granted on June 9, 2026, and the class plaintiffs moved for final approval on July 15, 2026. It also says Visa has settled with merchants representing about 95% of the Visa-branded sales volume of merchants that opted out of the damages settlement, and that all actions scheduled for trial beginning in April 2026 in the Southern District of New York have been resolved. The plaintiffs in these classes are merchants.
MDL 1720 docket, October 15, 2026. The docket shows that the final-approval stage of the Rule 23(b)(2) (Injunctive Relief) settlement is contested. On September 14, 2026 objections were filed by the National Retail Federation and Retail Industry Leaders Association, by Walmart (together with a motion to decertify the class or for exclusion from it), by certain 7-Eleven plaintiffs and by Circle K and the National Association of Convenience Stores; on September 22, 2026 a further objection was filed by American Economic Liberties Project, Consumer Reports, Demand Progress Education Fund and Small Business Majority. On September 29, 2026 the court denied reconsideration and Rule 60(b) motions by the Potayto-Potahto plaintiffs and the defendants' motion for an injunction, and on October 1, 2026 CAM-OMO Inc., Dougicaban, Inc. and Potayto-Potahto, LLC filed a notice of appeal. The 10-Q also says that on April 21, 2026 three merchants in the Damages Class moved for partial summary judgment seeking a declaration that the forward-looking release in the Amended Settlement Agreement is invalid and unenforceable under federal law. On October 14, 2026 the network defendants filed a reply memorandum in support of final approval. The docket opened on October 15, 2026 shows no final-approval ruling.
Litigation escrow. In an 8-K filed September 23, 2026 (Item 8.01), Visa says that on September 18, 2026 it 'authorized the deposit of $405 million into the U.S. litigation escrow account previously established under the Company's U.S. retrospective responsibility plan'. The filing does not tie the deposit to a particular case or settlement.
U.S. debit class actions (S.D.N.Y.). After the Justice Department filed its case, merchant and cardholder class actions were filed making a similar debit monopolization claim. The 10-K says Visa's motions to dismiss were granted in part and denied in part on October 29, 2025, and the 10-Q says amended consolidated complaints with added class representatives were filed on February 27, 2026.
ATM access fee litigation. The 10-K describes consumer and merchant class actions over ATM access fee rules (Burke and others). The 10-Q says plaintiffs in Burke moved for preliminary approval of a class settlement with Visa and Mastercard on December 18, 2025, and that summary judgment motions were filed in the National ATM Council class action on February 18, 2026.
Other. The 10-Q reports final approval of the EMV chip liability shift class settlement on April 28, 2026, dismissal of a debit surcharge class action on December 12, 2025, and dismissal without leave to amend of the U.S. securities class action on June 29, 2026. For the Department of Justice case, see the status in the regulator-actions section and the case entry: discovery, a conference set for October 19, 2026 and a status report due October 30, 2026; no trial date appeared in the entries opened.
Is Visa Legitimate?
Visa Inc. is an SEC registrant (CIK 1403161) listed on the New York Stock Exchange, publishes consumer support, lost-card and merchant-concern pages (links above), and states in its filings that it operates a payment network and does not itself issue cards or extend credit. BBB's raw page data shows it accredited since 2001.
The record also includes the Justice Department's pending antitrust suit over debit networks (filed September 24, 2024; the court denied Visa's motion to dismiss on June 23, 2025), long-running merchant interchange litigation with settlements described in Visa's filings, and the BBB complaint counts shown on October 15, 2026 (see the complaint-record section). Whether a particular charge, fee or card problem was handled fairly depends on the issuing bank's records and your own documents.
