Phillips 66, Conoco and 76 gas station problems: who to contact (checked October 18, 2026)
Pages opened on October 18, 2026: the Contact Us page on 76.com, the credit cards and KickBack pages on phillips66fuels.com, the Phillips 66 Privacy Statement, Form 10-K for 2025 and Form 10-Q for the quarter ended June 30, 2026, BBB, Trustpilot, and the Texas Department of Agriculture, California Department of Food and Agriculture and CFPB pages.
1. Know who runs the station. Phillips 66's 10-K for 2025 says it markets fuel 'through marketer and joint venture outlets that utilize our brands, including Phillips 66, Conoco and 76', with approximately 7,620 branded outlets in 48 states at December 31, 2025, and that its wholesale operations 'utilize a network of marketers operating approximately 5,360 outlets'. For a station open today, a cashier, price, pump or in-store dispute therefore usually involves the station's own owner or operator rather than the refiner; the receipt and store sign are the first place to look for the operator's name. The filing does not give a figure for how many branded sites are owned by Phillips 66 itself.
2. Pump, price or fuel-quantity problem. Keep the receipt, pump number, date, time and amount, and ask the station for a manager. Fuel pumps are inspected by state or county weights-and-measures offices. For Texas, the Texas Department of Agriculture's weights-and-measures complaint page limits its scope to 'complaints of alleged inaccurate scales, LPG meters, packages and misleading or misrepresentation of a price' and does not mention fuel pumps, so this page does not cite it as the pump route. Texas motor-fuel metering and quality complaints may fall under the Texas Department of Licensing and Regulation (Motor Fuel Metering and Quality), but its complaint page could not be opened on October 18, 2026, so that route was not confirmed here; check tdlr.texas.gov or ask the station for the state office named on the pump inspection sticker. The California Department of Food and Agriculture's Division of Measurement Standards complaint page says you may file with the Division or with 'the local weights and measures office in the county where the business is located'. In other states, search for your state's weights-and-measures or consumer-protection office.
3. Company customer service. The Contact Us page on 76.com lists a 'Customer service department' line, 1-800-527-5476 (Monday-Friday, 8 a.m.-5 p.m. Central Time), and a mailing address, Consumer Services Department, P.O. Box 7200, Bartlesville, OK 74005. Its online form has topics including 'Station facility & equipment', 'Fuel quality', 'Credit card', 'Kickback points', 'Pricing', 'Fraud' and 'Mobile App', and asks 'Does this concern a specific station?'. The page has no separate phone line or email for a pump or app issue. The Conoco Contact Us page (conoco.com/contact-us/) lists the same 'Customer service' line, 1-800-527-5476, and the same Consumer Services Department, P.O. Box 7200, Bartlesville, OK 74005 address.
4. Credit card or KickBack points. The 76 Contact Us page gives 1-855-513-1176 for '76 personal credit cards'. The Phillips 66 credit cards page (phillips66fuels.com/credit-cards/) names Phillips 66, Conoco and 76 branded cards and its 'Manage account' links for the personal credit card go to mysynchrony.com; it does not itself state who issues the card; its personal-card 'Apply now' link goes to a Synchrony Bank application site, the fleet and universal cards are managed on a WEX site (p66.wexonline.com), and the page says 'To apply, please call 1-877-685-0330' for those cards. Check your card statement for the issuer. If a card issuer does not resolve a billing problem, the CFPB's complaint page lists 'Credit cards' among the products it accepts complaints about, with help at (855) 411-2372. KickBack Points questions: the KickBack page gives 1-888-339-7064 and [email protected], and says 'Each station gives out Kickback Points differently'.
5. App and data. The Phillips 66 Privacy Statement (last updated December 16, 2025) says Fuel Forward app users can delete their account in the app under 'Account > Privacy & Terms > Delete Account', or use the online form at phillips66gas.com/contact-us. For fraud, the 76 contact form has a 'Fraud' topic.
Who Phillips 66 is and how branded stations work
Phillips 66 is a Delaware corporation headquartered at 2331 CityWest Blvd., Houston, Texas 77042 (telephone 832-765-3010 per its 10-K cover page); its shares trade on the NYSE as PSX and it files annual and quarterly reports with the SEC. Its 10-K for 2025 describes refining, midstream, chemicals, and a Marketing and Specialties segment that 'purchases for resale and markets refined products, such as gasoline, distillates and aviation fuels, mainly in the United States and Europe' and makes base oils and lubricants. Many of the legal proceedings in the filings are against the subsidiary 'Phillips 66 Company'.
Brands and outlets. The 10-K says the company markets gasoline, diesel and aviation fuel through marketer and joint-venture outlets under the Phillips 66, Conoco and 76 brands, approximately 7,620 branded outlets in 48 states at December 31, 2025, and, as separate statements, 'brand-licensing agreements covering approximately 1,460 sites' and brand licensing covering about 40 sites in U.S. territories; the filing does not say how these figures add up, and this page does not total them. It says its retail joint ventures had approximately 780 outlets, and that aviation gasoline and jet fuel are sold at approximately 800 Phillips 66 branded locations. The 76 website footer states that 76 and its logos are registered trademarks owned by Phillips 66 Company.
Cards and app. The company's websites offer branded credit cards, fleet and universal cards, KickBack Points (available at 'select' or 'participating' stations) and the Fuel Forward app.
What the record shows (as displayed on October 18, 2026)
BBB. As displayed on October 18, 2026, BBB shows two separate listings named Phillips 66 that this page does not combine: (a) Phillips 66, Westlake, LA (oil refinery category): BBB Accredited, rating A+, 0 complaints and 0 reviews; BBB's raw data gives 1959-04-01 for the accreditation and file-opened dates, 1941-01-01 for business start and 2011-11-29 for incorporation; (b) Phillips 66, Houston, TX (gas station category, P.O. Box 421959): NOT BBB Accredited, 'Not Rated', 0 complaints (file opened 2020-02-22 in BBB's raw data). BBB also lists many separate Phillips 66 entries for individual stations in other cities.
Trustpilot. The Trustpilot page for phillips66.com (category 'Energy Supplier') shows an average of 2.9 from 3 reviews as displayed on October 18, 2026, is marked 'Unclaimed profile', and says 'This company hasn't invited their customers, so reviews may not be representative'.
Complaints on this site. We link 9 older complaints (2001-2008) that mention a Phillips 66-branded location or card. Three of them name Phillips 66 as the subject: a 2005 complaint about a pump price increase at a Las Vegas, New Mexico station, a 2008 complaint about a pump that started at ten cents at a Cleburne, Texas station, and a 2006 complaint about a declined Phillips 66 card. The other six are about repair shops, service stations, a convenience store, a truck stop and a credit-card account (reported in 2005 as issued by Citibank) that carry the Phillips 66 name; they are shown separately. They are consumers' own accounts, unverified, and describe individual locations; this page draws no general conclusion from so few posts. Whether the 2001-2008 locations were operated by Phillips 66 or by independent owners is not established. Phillips 66's response, if any, is not shown here. These counts are not combined with BBB's.
Government actions reported in SEC filings
Clean Water Act prosecution and deferred prosecution agreement. Phillips 66's 10-K for 2025 reports that in November 2024 'Phillips 66 Company received an indictment from a federal grand jury in the United States District Court for the Central District of California alleging two counts of negligently violating the Clean Water Act and four counts of knowingly violating the Clean Water Act at the Carson portion of its Los Angeles Refinery', relating to 'alleged wastewater permit violations'. It states: 'On January 20, 2026, a Deferred Prosecution Agreement was entered obligating Phillips 66 to pay an $8 million penalty to the U.S. Government and $28,572 in restitution to the Los Angeles County Sanitation Districts, update certain policies and training related to Clean Water Act compliance, and conduct auditing relating to Clean Water Act compliance at two operating facilities.' The U.S. Attorney's Office for the Central District of California press release of November 21, 2024 says a grand jury returned a six-count indictment and states that the Los Angeles County Sanitation Districts 'roughly estimated' the Carson refinery discharged approximately 310,000 gallons of non-compliant industrial wastewater on November 24, 2020; that figure is the prosecutors' allegation. This page did not open the agreement itself or the court docket and found no Justice Department release on the agreement, so it takes the agreement terms only from the company's filing. An indictment is an accusation, and the filing does not describe a conviction.
Clean Air Act consent decrees. The 10-Q for the quarter ended June 30, 2026 says the company's 'U.S. refineries are implementing two separate consent decrees, regarding alleged violations of the Federal Clean Air Act, with the EPA, five states and one local air pollution agency', with stipulated penalties that 'are not automatic but must be requested by one of the agency signatories'. These concern refineries, not gas-station purchases.
Court cases
Propel Fuels, Inc. v. Phillips 66 Company (business dispute). According to the 10-Q for the quarter ended June 30, 2026, Propel Fuels sued in the Superior Court of California, County of Alameda on February 17, 2022, alleging trade-secret misappropriation tied to 2017-2018 talks about renewable fuels. On October 16, 2024 a jury returned a verdict against Phillips 66 Company for $604.9 million in compensatory damages with a willfulness finding; the filing says the court later granted Propel's requests for exemplary damages and attorney's fees and costs; on August 5, 2025 the court entered a final judgment of $833 million, which includes $195 million of exemplary damages and $33.3 million of pre-judgment interest. Phillips 66 Company filed a notice of appeal on November 14, 2025, assigned to Division Two of the First District Court of Appeal, and its opening brief on July 10, 2026; the filing says post-judgment interest of 10% is accruing and it 'denies any wrongdoing' and the appeal was pending as of that filing (10-Q filed 2026-08-05). This is a dispute between businesses, not a consumer class action.
Consumer class actions. No consumer class-action settlement about Phillips 66 gasoline, credit cards or data was identified in the sources this page checked on October 18, 2026 (the SEC filings above); that is a scoped statement, not a finding that none exists.
Is Phillips 66 Legitimate?
Phillips 66 (NYSE: PSX, SEC CIK 0001534701) was incorporated in Delaware in 2011 and was separated from ConocoPhillips after the market closed on April 30, 2012, according to its 10-K. The 76 and Conoco sites each say their logos are registered trademarks owned by Phillips 66 Company, and both list the same consumer line, 1-800-527-5476, and P.O. Box 7200, Bartlesville, OK. BBB shows an A+ rating and 0 complaints for its Westlake, Louisiana refinery listing and no rating for its Houston listing, as displayed on October 18, 2026. A station problem usually goes first to the local operator named on the receipt, because the 10-K describes marketer and joint venture outlets; complaints about a station are allegations about that location.

Keep the receipt and note the pump number, date and time, then ask the station manager. Fuel dispensers are checked by state or county weights-and-measures offices; the Texas Department of Agriculture's weights-and-measures page does not cover fuel pumps and the Texas Department of Licensing and Regulation page could not be opened on October 18, 2026, so the Texas pump route was not confirmed; the California Department of Food and Agriculture says complaints may go to its Division of Measurement Standards or the county weights and measures office. You can also use the contact form on 76.com, which has 'Pricing' and 'Fuel quality' topics.
Who issues the Phillips 66 credit card?
The Phillips 66 credit cards page does not name an issuer; its personal-card links go to Synchrony sites (apply.syf.com and mysynchrony.com), and its fleet and universal cards are managed at p66.wexonline.com, with 1-877-685-0330 given for applying. The 76 Contact Us page gives 1-855-513-1176 for 76 personal credit cards. What did the Phillips 66 Clean Water Act agreement require?

It followed a November 2024 indictment over wastewater permit violations alleged at the Carson portion of its Los Angeles Refinery.
Are Conoco and 76 stations the same as Phillips 66?
The 10-K for 2025 lists Phillips 66, Conoco and 76 as brands used by its marketer and joint-venture outlets, and the 76 website footer says 76 and its logos are trademarks owned by Phillips 66 Company. The station itself may still be run by a separate owner or operator.
