Meta (Facebook, Instagram) complaints: where to take a problem
This page was checked on 2026-10-20. Meta Platforms, Inc. runs Facebook, Instagram, Messenger and WhatsApp (Form 10-Q, quarter ended June 30, 2026). The steps below come from the sources we could open that day. We did not open Meta's Terms of Service, its ads-billing pages or its appeal forms, so we do not quote them here.
- Meta Help Center. BBB's profile for the company points consumers to the Meta Help Center at meta.com/help/ for account access, enforcement policies and support options (read 2026-10-20).
- Hacked account. A Facebook Help Center article on recovering a hacked account (read in its Russian-language version, because the account locale served that version) says that a person whose account was hacked should go to www.facebook.com/hacked and, where possible, use a device they previously used to log in. The same article says that if the email address on the account was changed, Facebook sends a special link to the previous address that can reverse the change, and that an unfamiliar device or location under Active sessions in settings can be logged out.
- Disabled or suspended account. The Facebook Help Center article 'My personal Facebook account is suspended or disabled' (read in its Russian-language version) says an appeal can be submitted within 180 days, that the account is permanently disabled if no appeal is sent in that time or the appeal is not granted, and that the appeal period depends on the region.
- Unrecognised charges. Many posts in our archive (2008 to 2014) describe card charges that appeared on statements. Keep the statement line, date and amount, and ask your card issuer or bank about a dispute. Meta's Help Center article 'Report an unauthorized Meta Pay charge' says: 'If you see a charge on your Ads Account that you don't recognize, visit the Meta Business Help Center.' It also says: 'make sure a family member, friend, or co-worker didn't use your account to buy something without you knowing.' Its steps are: 'On the left, click Meta Pay, then click Activity', 'Click on the unauthorized transaction, then click Get Help with this Payment', and 'Click Contact Us and choose Live Chat with Us or Email Us' (read 2026-10-20).
- Regulators. The FTC takes reports at ReportFraud.ftc.gov, and the California Attorney General has a consumer page at oag.ca.gov/consumers (both pages opened 2026-10-20). Meta is headquartered in California.
- BBB. BBB accepts complaints about the business through its profile (see the complaint record below).
Keep screenshots of error messages, appeal confirmations and any ad-account or order numbers.

FTC, states and other regulators
FTC 2019 order. The FTC press release of July 24, 2019 says: 'Facebook, Inc. will pay a record-breaking $5 billion penalty' to settle charges 'that the company violated a 2012 FTC order by deceiving users about their ability to control the privacy of their personal information'. The Form 10-Q says the settlement and modified consent order took effect in April 2020.
FTC order modification. The 10-Q says that on May 3, 2023 the FTC filed an administrative proceeding seeking changes to the modified consent order, that the company challenged this in the U.S. District Court for the District of Columbia, and that the D.C. Circuit decided on May 16, 2025 to reverse the denial of the company's motion on jurisdictional grounds and that the case was remanded on July 10, 2025. It adds that on December 23, 2025 the district court ordered a schedule for supplemental briefing and that briefing was completed in May 2026, and that on July 30, 2025 the Commission issued an order staying the Order to Show Cause proceeding pending the two judicial cases. No decision after the briefing is reported in the 10-Q (filed 2026-07-30).
States. The 10-Q says the company settled with California in December 2025 (approved by the California court in March 2026) and settled a Texas lawsuit over 'tag suggestions' and other facial recognition uses in July 2024; BBB's profile states the Texas settlement amount as $1.4 billion. The 10-Q also states that a jury in a New Mexico Attorney General case returned a verdict against the company on March 24, 2026 and ordered a $375 million civil penalty, with a bench trial on public nuisance held in May 2026 and no decision yet as of the filing.
New Mexico, after the 10-Q. Source New Mexico reported on August 6, 2026 that the First Judicial District judge, after the bench trial, ordered the company to pay $567 million for a youth-harm abatement fund, with obligations lasting five years; the company says it disagrees with the ruling and intends to appeal. The $375 million jury figure and the $567 million abatement figure are separate orders and are not added together here. The New Mexico Department of Justice's own press-release headline combines them as '$942 Million'.
New Mexico v. Facebook, Inc. (privacy and content-moderation statements). The 10-Q says trial in a second New Mexico Attorney General case, which expanded to include content-moderation claims, was scheduled to begin on September 8, 2026, and that the Attorney General indicated an intention to seek up to $62.85 billion in penalties. On September 25, 2026 the New Mexico Department of Justice announced that a jury found 43,899,725 violations of the state Unfair Practices Act concerning statements about personal information, misinformation and hate speech. Multistate attorneys general settlement (proposed). On August 26, 2026 the California Attorney General announced, as part of a coalition of 51 attorneys general, a proposed settlement with the company in the youth-harm case in the U.S. District Court for the Northern District of California. Court approval was not found in the sources checked on 2026-10-20. This is separate from the 2024 Texas biometric settlement above.
The 10-Q also reports European Commission preliminary findings under the Digital Services Act on April 29 and July 10, 2026. These are preliminary views, not final decisions.
Court cases reported by the company and the docket

It also says the company settled the first school-district bellwether in May 2026. The multistate attorneys general settlement announced August 26, 2026 is described under regulators above and is proposed, not final.
Flo Health privacy case. The 10-Q says that in Flo Health (Frasco v. Flo Health, Inc., N.D. Cal.), on August 1, 2025 a jury returned a verdict on liability in favor of the plaintiffs and a California subclass on the sole claim remaining against Meta under Section 632 of the California Invasion of Privacy Act.
