Bread Financial and Comenity cards: where to go and what to send (checked October 6-7, 2026)

Which company this is. Bread Financial Holdings, Inc., of Columbus, Ohio, says in its 2025 annual report that it provides "payment, lending, and saving solutions" and operates mainly through two banks, Comenity Bank and Comenity Capital Bank. Its Help Center says: "Bread Financial has two bank subsidiaries, Comenity Bank and Comenity Capital Bank, that issue credit cards and other financing options." A Form 8-K with an event date of October 1, 2026 says Comenity Bank merged with and into Comenity Capital Bank on that date, with Comenity Capital Bank as the surviving entity (see Regulator Actions); a card, statement or agreement dated before then may still name Comenity Bank. A store or co-brand card can appear on a statement under a bank name rather than the store's name.

Find your account and Customer Care. The Help Center says to "search for your specific card" on the card sign-in search page to reach the right Account Center, and that Customer Care can be reached by the number on the back of the card or on the billing statement, or by secure message after signing in. Disputing a charge on a credit card. The CFPB says to call the card company right away, and that to protect your rights you must also send a written billing error notice within 60 calendar days after the charge appeared on your statement; the company then has 30 days to confirm it received the notice. The Bread Help Center pages read on October 6, 2026 do not list a billing-error mailing address, so use the address printed on your statement or in your card's Summary.

Closing a card and hardship help. A current Comenity card agreement (the J.Crew card agreement, whose summary says the card is issued by Comenity Bank and was printed August 2023) says: "You may close your Account at any time. You remain responsible for any amount owed under this Agreement." The same agreement tells cardholders with a statement error to write to the address "for Billing Errors on the Summary", so the address is the one printed for your own card; agreements differ by card, so open the legal documents for your card from Account Center. For payment difficulty, the company's second-quarter 2026 Form 10-Q says that for customers who have requested assistance and meet qualifying requirements, its modifications "come in the form of reduced payment requirements, interest rate reductions and late fee waivers" and that it does not offer programs involving forgiveness of principal; this is a statement to investors, not a promise of eligibility, so ask Customer Care what applies to your account.

Bread Pay purchases. The Help Center says Bread Pay installment loans and SplitPay loans are made by Comenity Capital Bank, and that questions about orders, returns and cancellations go to the retailer first. If the retailer does not respond, Member Support may be able to open a formal order dispute: for installment loans "within 30 days of your loan origination date", for SplitPay "within 120 days" of the order. Payments stay due until the balance is paid or refunded by the retailer.

Credit-report disputes about a Bread Pay loan. The Help Center says to "contact the credit bureau directly or submit your dispute in writing" to C/O Bread Financial, PO Box 182508, Columbus OH 43218, and adds: "we don't accept disputes over the phone or via email."

Fraud and look-alike contacts. The Help Center says "We'll never ask you to provide sensitive information through email or text", that the official app can be downloaded "only in the App Store or Google Play" with Bread Financial Holdings Inc. as publisher, and that suspicious activity should be reported to the Customer Care team for the account.

Outside routes. The CFPB accepts complaints about credit cards at consumerfinance.gov/complaint/. The Form 10-K says the banks are supervised by the FDIC, the Delaware Office of the State Bank Commissioner (Comenity Bank), the Utah Department of Financial Institutions (Comenity Capital Bank) and the CFPB. Complaints and posts are allegations; the company's own position is that its Customer Care and dispute channels above are the first step.

FDIC orders and the Comenity Bank merger into Comenity Capital Bank

FDIC orders of September 8, 2015 (add-on products). The FDIC announced settlements with Comenity Bank (Wilmington, Delaware) and Comenity Capital Bank (Salt Lake City, Utah) over the marketing and servicing of the credit card add-on products "Account Assure" and "Account Assure Pro". Comenity Bank agreed to a $2,000,000 civil money penalty and about $53,000,000 in restitution; Comenity Capital Bank to $450,000 and about $8,500,000. The FDIC said it determined that the banks violated Section 5 of the FTC Act by, among other things, charging a fee when accounts had no balance after saying none would be charged, misstating the 30-day refund process, and misstating conditions for gift cards or statement credits. Each order, dated September 8, 2015, says the bank consented "without admitting or denying any violations of law or regulation". The FDIC's release covers restitution for the period January 2008 to September 2014 and says eligible consumers did not have to take action.

FDIC consent order against Comenity Servicing LLC (November 20, 2023). The order, issued to the company's servicing subsidiary, followed the June 2022 transition of credit card processing; the Servicer consented "without admitting or denying any charges of unsafe or unsound practices" relating to systems development, project management, business continuity and related areas. The company's filing says it contained no monetary penalties. The FDIC's Order Terminating Consent Order FDIC-23-0066b is dated March 31, 2026.

FDIC civil money penalties (August 22, 2024). The FDIC issued two separate Orders to Pay dated August 22, 2024, each assessing $1,000,000: FDIC-24-0051k against Comenity Bank and FDIC-24-0050k against Comenity Capital Bank. Each order states that the bank "neither admits nor denies" that it engaged in unfair acts or practices in violation of Section 5 of the FTC Act "related to reward programs and the processing of automatic payments matters resulting from the conversion from an internal core system platform to an external core system platform", and each records that the bank entered a Stipulation and Consent to the Issuance of an Order to Pay. Both orders were opened for this page. Bread Financial's 2025 Form 10-K likewise says each of its two banks was required to pay a civil money penalty of $1 million.

CFPB. The CFPB enforcement-actions page, searched by title keyword on October 7, 2026 for "comenity", "world financial" and "bread financial", returned no results for each. This is a title-keyword search of that page and is not a statement about every supervisory matter.

Comenity Bank merged into Comenity Capital Bank (October 1, 2026). On December 17, 2025 the company filed applications to merge Comenity Bank into Comenity Capital Bank; the Utah Department of Financial Institutions application-status page, opened October 7, 2026, lists the Comenity Capital Bank / Comenity Bank application as received 12/17/25 and "Approved 7/31/26". A Form 8-K filed September 8, 2026 said the company expected to consummate the merger on or around October 1, 2026. A Form 8-K with an event date of October 1, 2026, filed on behalf of the World Financial Network Credit Card Master Note Trust, says: "On October 1, 2026, the Corporation completed the merger of its indirect, wholly-owned subsidiary, CB, with and into CCB ... with CCB as the surviving entity." It adds that all property, rights, liabilities and obligations of Comenity Bank became those of Comenity Capital Bank, which also succeeded Comenity Bank in its roles for the card securitization trusts, and describes Comenity Capital Bank as a Utah industrial bank headquartered at 12921 South Vista Station Blvd, Suite 100, Draper, UT 84020, supervised by the Utah Department of Financial Institutions, the FDIC and the CFPB. The FDIC BankFind data queried on October 7, 2026 (index dated October 2) still listed both certificates as active; it is a periodic index and had not yet reflected the merger.

Who Bread Financial is and the bank names behind older posts

Bread Financial Holdings, Inc. (NYSE: BFH) is the registrant on the SEC's EDGAR system under the name it has used since March 2022; the same registrant was Alliance Data Systems Corporation from 2000 to March 23, 2022 according to EDGAR. The company describes itself as "a tech-forward financial services company" that provides payment, lending and saving solutions to millions of U.S. consumers, and offers private label and co-brand credit cards for retail brands, the Bread Cashback and Bread Rewards American Express cards, Bread Pay installment and split-pay loans, and Bread Savings deposits. On its About page it says it has about 34 million active customer accounts, $28 billion in customer spend and more than 6,000 associates (2025 highlights, company figures).

The banks and their earlier names. FDIC records show Comenity Bank (certificate 27499) was established on May 1, 1989 as World Financial Network National Bank in Whitehall, Ohio, became World Financial Network Bank on August 1, 2011 and Comenity Bank on October 1, 2012. Comenity Capital Bank (certificate 57570) opened on December 1, 2003 as World Financial Capital Bank and took its current name on October 1, 2012.
