Cash App and Square problems: where to go, what to send and how to escalate (checked October 6, 2026)
Block, Inc. operates Cash App (peer-to-peer payments, Cash App Card, bitcoin and stock investing, Cash App Borrow) and Square (card acceptance and seller tools). This page lists the company's own channels first, then outside routes. Court and regulator documents are summarized further down.
Contact Cash App. The Cash App Support page lists chat in the app ("Open your mobile app to chat 24/7") and a phone line, "(800) 969-1940 Available daily, 8 AM-9:30 PM ET". The Terms of Service say to report a problem on your account by phone at 1-800-969-1940, by mail to "Block, Inc., Attn: Cash Disputes, 1955 Broadway, Suite 600, MSC 211, Oakland, CA 94612", or through the chat function in the app. Use the number printed on cash.app/help or inside the app rather than a number found through a search; Cash App's own fraud-awareness help article says fraudsters pretend to be Cash App customer service representatives.
Report an error or unauthorized transfer. The Terms of Service say that to benefit from an investigation, potential provisional credit or other relief under their error-resolution section, you must report the error "within 60 days after the date we sent you the FIRST statement on which you believe the error occurred". They add that Block will determine whether an error occurred within 10 Business Days after hearing from you, and "may take up to 45 days" if it needs more time; for "errors involving new Accounts, as well as point-of-sale transactions, we may take up to 90 days", and for new Accounts the terms say Cash App may take "up to 20 Business Days" to credit your Account for the amount you think is an error. If you report by phone the terms say Block may ask for written confirmation within 10 Business Days. Give your name and account information including your $Cashtag, what you think is wrong, the dollar amount and roughly when it happened, and keep screenshots and the reference number of each chat.
Unauthorized transactions: the 2-Business-Day notice. The Terms of Service say: "If you tell us within 2 Business Days after you learn of an Unauthorized Transaction, you can lose no more than $50. If you do NOT tell us within 2 Business Days after you learn of an Unauthorized Transaction, and we can prove we could have stopped someone from making an Unauthorized Transaction if you had told us, you could lose as much as $500." This is separate from the 60-day statement deadline above, and the Terms contain further conditions and exceptions, so read the full section before relying on this summary.
Locked or frozen account. The July 2026 Oregon judgment requires Block to maintain support that can take in or escalate "consumer issues concerning accessing accounts, including account freezes, suspensions, or blocks", with live human telephone support "at least 13.5 hours each day" and live human chat "at least 18 hours each day". Block denies wrongdoing in that judgment (quoted below). Ask support to escalate a freeze, note the date and reference number, and keep the written dispute address above for a record.
Payments you sent. Cash App's help article "Canceling a Payment" says Cash App to Cash App payments "are instant and usually can't be canceled"; if one cannot be canceled the recipient can refund it from the Activity tab, and you can use the Request button to ask for the money back. That article does not describe payments sent to someone who was impersonating another person; the Terms and the CFPB order discussed below address unauthorized transfers and error resolution.
Money from the CFPB redress order. Cash App's help article "Cash App CFPB Settlement" says affected consumers "will receive a notice by mail with your compensation check attached", that Block retained Epiq as settlement administrator (PO Box 2529, Portland, OR 97208-2529, (888) 832-1301, cashappcfpbsettlement.com), and that account questions go to 1 (888) 488-1181, [email protected] or Cash Support in the app. The administrator's website (cashappcfpbsettlement.com, page footer "Updated: 6/1/2026") showed the status "Checks are being mailed starting June 8, 2026" when read on 2026-10-06 and describes the settlement as covering Cash App's customer support and disputes practices from July 1, 2019 through January 16, 2025; its FAQ has entries on why you received a check and how to verify the mailing is legitimate. The same article says the multistate attorneys general settlement "does not include additional customer payments" and that payments are being made only under the CFPB settlement.
Square sellers with held or reserved funds. Square's support line is 1 (855) 700-6000. Square's article "Manage payment reserves with Square" says reserves are a common industry practice to ensure merchants can cover chargebacks, that Square uses a "rolling reserve" in which a percentage of card payments is set aside and released on a rolling basis, and that "these funds still belong to you and are only used if you are unable to cover a chargeback". The article also says "Accounts with reserves will be reviewed after a minimum of six months", that the review "is done proactively by our team and does not need to be requested", and that the amount and date of upcoming releases appear on the Reserve Dashboard in the Square Dashboard. Merchants' complaints from 2011 to 2013 about funds being held are summarized in the complaint section; those posts describe Square as it operated then.
Arbitration. The Cash App Terms contain an arbitration agreement. They say you may reject it by mailing an opt-out notice to "Block, Inc., Attn: Arbitration Agreement, 1955 Broadway, Suite 600, Oakland, 94612" (the address exactly as the opt-out provision prints it) within thirty days after you first create your account (or within thirty days of agreeing to updated terms). The Terms say Cash App provides an opt-out notice form that you "must fill in to Opt Out" and that this "is the only way of opting out of this arbitration" agreement. The Terms also require a written notice and a meet-and-confer step come before a dispute is filed. Read the current Terms for the exact wording; they refer to small claims actions as an exception.
Complain outside the company. The CFPB says it accepts complaints about "Money transfers, virtual currency, and money services" and prepaid cards and that most companies respond within 15 days (consumerfinance.gov/complaint). Fraud reports can be filed with the FTC at ReportFraud.ftc.gov. State attorneys general and state financial regulators also take complaints; the 46-state settlement described below lists the participating states. The 2025 CFPB order and the 2026 state judgment each require Block to maintain live customer support; what they say is quoted below.
Regulator and attorney general actions against Block (CFPB, 48 state regulators, New York DFS, 46 attorneys general)
These are the agencies' own documents. An administrative consent order or a stipulated judgment is a settlement of allegations, not a trial verdict; each states Block's position on admissions as quoted.
CFPB consent order (January 16, 2025). The CFPB's enforcement page says the Bureau found that "for years after the inception of Cash App, Block failed to provide effective customer service for Cash App, including by failing to provide live telephone agents", failed "to take timely, appropriate, and effective measures to prevent, detect, limit, and address fraud", used the card network chargeback process in place of the investigation duties under the Electronic Fund Transfer Act and Regulation E, and misrepresented that it protected consumers from unauthorized transfers and had a telephone line to report them. The order (File No. 2025-CFPB-0001) says Block consented "without admitting or denying any of the findings of fact or conclusions of law, except that Respondent admits the facts necessary to establish the Bureau's jurisdiction". It requires at least $75 million in redress (up to $120 million) and a $55 million civil money penalty. Block's help center describes the matter as one "principally related to certain aspects of Cash App's historical customer service program" and says the "historical issues raised in this agreement do not reflect the Cash App experience today" (company statement). The CFPB enforcement page read on 2026-10-06 still describes the order and shows no termination notice; Oregon's July 2026 release says the CFPB "has cancelled several settlements, including at least two in which restitution had not yet been paid" and that Block's remaining restitution obligation under its CFPB settlement is absorbed into the Oregon settlement if Block fails to pay it.
State money-transmitter regulators (January 2025). Illinois' release says Illinois "and 47 state financial regulatory agencies" took coordinated action against Block for Bank Secrecy Act and anti-money laundering violations. The BBB profile reports an $80 million fine in a settlement agreement and consent order signed January 15, 2025 "without admitting or denying" the allegations, covering January 1, 2021 through March 31, 2023, and an independent consultant review. This action concerns compliance programs, not individual customers' disputes. Block's 10-K says it entered a "settlement agreement and consent order with various state money transmission license regulators related to aspects of our Bank Secrecy Act/anti-money laundering program".
New York DFS (April 10, 2025). The Department announced a $40 million penalty and an independent monitor for "significant failures in its Bank Secrecy Act/Anti-Money Laundering compliance program, which violated the Department's money transmitter and virtual currency regulations". The consent order names "Block, Inc. d/b/a Block of Delaware" and says Block has been licensed by the Department as a money transmitter since 2013 and for virtual currency business since 2018.
46 attorneys general (July 8, 2026). Oregon's release says Oregon and Texas led an investigation that resulted in a $45 million settlement for 46 participating states, resolving allegations that Block "misled consumers about the safety of Cash App, failed to protect users from fraud on the platform, and didn't provide the fraud protection and resolution that it promised and that was required by law". The Stipulated General Judgment (Effective Date July 8, 2026) says Block "denies any wrongdoing and the allegations in the Complaint" and that nothing in it is "an admission or concession of any alleged violation". Its terms include payment of $45,000,000 within thirty days (of which $3,067,141.53 to Oregon), customer support able to handle fraud complaints, notices of error and account lock-outs, live phone support, and an end to marketing practices the states say increase fraud; the release states a human by phone "at least 13.5 hours a day" and live chat "at least 18 hours a day". The judgment excludes conduct relating to Afterpay US, Inc.'s buy-now-pay-later products. Several provisions end five years after the Effective Date.
Washington Attorney General (July 8, 2026): separate $20 million settlement. The Washington AG's release announced "two separate settlements" with Block on July 8, 2026. The first, described as a $20 million settlement filed in King County Superior Court, resolves the office's investigation into how Block handled unemployment deposits that the office says were fraudulently transferred from Washington's Employment Security Department into Cash App accounts; the office alleged that at least $22 million was transferred through Cash App accounts between March and August 2020 and that Block's actions violated the Washington Consumer Protection Act. The second is Washington's participation in the $45 million multistate settlement above (Washington's share is stated as $1.8 million). The $20 million settlement is a different matter and its amount is not part of the $45 million. I did not open the court filing itself, only the Attorney General's release.
Other items Block reports. In its quarterly report for the period ended June 30, 2026 Block says the SEC staff notified it in March 2026 that it had concluded its investigation and did not intend to recommend an enforcement action; that a Department of Justice inquiry that followed a March 2023 short-seller report remains open, that the DOJ presented potential terms in March 2026, that Block disputes the DOJ's methodology, and that Block had accrued an estimated loss of $526 million as of the second quarter of 2026 while stating it cannot assure the matter will settle. These are the company's own descriptions of a pending, unresolved matter.
Who operates Cash App and Square: Block, Inc.
Legal entity. Cash App's Terms of Service say they are between you and "Block, Inc., formerly known as 'Square, Inc.'". Block's 10-K says "Block was incorporated in Delaware in June 2009", that since 2020 it has "no designated headquarters location", and that its principal executive office listed for SEC purposes is 1955 Broadway, Suite 600, Oakland, CA 94612; the company changed its name from Square, Inc. to Block, Inc. in December 2021 according to the SEC's EDGAR record. The CFPB order says Cash App is "a mobile payments application launched in 2013".
What it runs. The 10-K reports two segments. Cash App covers peer-to-peer payments, the Cash App Card, bitcoin and stock investing and Cash App Borrow, "a credit product that allows eligible customers to access short-term loans for a fee"; Block also reports Afterpay buy-now-pay-later products within Cash App. Square covers payment acceptance, software and financial services for sellers. Block says Cash App had 59 million monthly transacting actives in the United States in December 2025 (the company's figure). TIDAL is a music platform in the Block group.
Regulated subsidiaries named in its filings. Block says its subsidiary Square Financial Services, Inc. is a Utah-chartered industrial loan company supervised by the Utah Department of Financial Institutions and the FDIC, and that its subsidiary Cash App Investing LLC is a broker-dealer registered with the SEC and a FINRA member. Different Cash App products can be provided by different entities or bank partners, so read the product's own terms to see who the counterparty is.
Do not confuse. Cash App Taxes, Inc. (a tax-preparation business shown separately in BBB search results) and the other "Cash App" entries BBB returned at other addresses were not matched to Block here; this page covers Block, Inc., its Cash App and Square products and the 1955 Broadway office.

BBB's page data shows accreditation from 2021-04-15, file opened 2020-08-14 and business started 2009-06-17. The BBB page also reports the January 2025 CFPB and state regulator actions described above.
CFPB database. For the company name "Block, Inc." the CFPB database lists 71,604 complaints received between 2019-01-20 and 2026-10-02, including 15,666 received since 2025-10-04. By product the largest group is "Money transfer, virtual currency, or money service" (57,079), followed by "Checking or savings account" (8,971). By issue the largest are "Other transaction problem" (34,104), a fraud-related category (7,537), "Unauthorized transactions or other transaction problem" (6,799) and "Managing an account" (5,200). Company responses: closed with explanation 71,200; closed with monetary relief 126; closed with non-monetary relief 1; in progress 275; untimely response 2. The CFPB does not verify the facts in each complaint, and the database counts complaints, not findings.
Trustpilot and ComplaintsBoard. Trustpilot shows 4.5 out of 5 from 27,817 reviews for cash.app, with a claimed profile, and says the company invites customers to review and replied to 83% of negative reviews. ComplaintsBoard shows 1.0 from 2 reviews and 63 complaints (page updated September 19, 2026). The two sites collect reviews differently, and the figures are not combined.
Our archive. On 2026-10-06 the approved complaints in our archive whose offender field names Square, Square Up or Squareup number 28, all dated 2011 to 2013, and no approved post in the archive named Cash App as the offender in the query run that day. These posts come from merchants who used Square's mobile card reader and say that Square held or did not deposit their card payments (in some posts for weeks or months), that they could not reach anyone by telephone, that some accounts were closed, and that fees or debits were unexpected. One poster says they never used Square but received text messages about purchases. They are individual allegations from that period, not findings; Square's support center now lists a telephone line (see the contact details above). Class actions and court cases involving Block and Cash App
Cases are listed as the dockets and settlement websites describe them. A class settlement resolves claims; the settling defendant's stated position is quoted where the source gives one.
Data-breach class action (Salinas v. Block, Inc.). Filed August 23, 2022 in the Northern District of California against Block and Cash App Investing, LLC. The plaintiffs' motion says the consolidated complaint alleged failure to safeguard customer information in connection with two data breaches, one in December 2021 and one in 2023, affecting Cash App Investing customers' names and brokerage account numbers. The motion for preliminary approval describes a $15 million non-reversionary common fund plus non-monetary relief. On March 27, 2025 the court granted final approval (and part of the fee request); the order records 667,985 non-duplicate claims out of 158,011,266 potential class members and 191 exclusions, awards $5,000,000 in fees, and refers to a settlement amount of $20 million for the fee calculation. Judgment was entered April 15, 2025. The docket shows further post-judgment filings through September 2026 (including a re-opening entry in June 2026, releases of funds and fee-related letters and orders) that were not opened for this page.
Referral-text class action (Bottoms v. Block Inc.). Western District of Washington, No. 2:23-cv-01969. The settlement website says the lawsuit alleges Block violated Washington law by substantially assisting users to send unsolicited commercial text messages to Washington contacts through the Cash App Invite Friends referral program, and that "Block denies any wrongdoing". The $12,500,000 settlement fund was approved: the docket shows a Final Approval Order and Judgment on December 2, 2025 dismissing the action with prejudice. The claim, opt-out and objection deadlines (October 27, 2025) have passed.
Securities litigation. Block's quarterly report says a putative securities class action filed January 17, 2025 in the Northern District of California alleges false or misleading statements about anti-money-laundering and compliance programs, that the court denied Block's motion to dismiss on January 6, 2026, and that related shareholder derivative actions are pending. These suits are by investors, not customers.
Attorney general judgment. The 46-state matter is a stipulated general judgment filed in the Circuit Court of the State of Oregon for Multnomah County, summarized in the regulator section.
Is Block (Cash App) Legitimate?
Block, Inc. is an SEC registrant (CIK 0001512673) that files annual and quarterly reports, and its filings identify Square Financial Services, Inc. as an FDIC-supervised Utah industrial loan company and Cash App Investing LLC as an SEC-registered broker-dealer and FINRA member. The New York Department of Financial Services order records that Block has held a New York money transmitter license since 2013 and a BitLicense since 2018. BBB shows the Cash App profile as accredited with an A+ rating and a 1.1 out of 5 customer-review average, as displayed on 2026-10-06.
The same company has been the subject of the CFPB order, state regulator and attorney general settlements, and class settlements described above. Those documents record allegations and agreed terms; Block's statements that it denies wrongdoing or that the CFPB matter concerns historical practices are quoted where the sources give them. This page does not rate the company.
