Ripoff stole money no items sent no refund only lies

I sent $179.80 for a kia bumper cover to carbyparts. I used his web site and paid by paypal. You only have 30 days to make a claim thru paypaland he kept promising the bumper past 30 days, so i couldnt get my money thru paypal. He then promised to send a check for a refund and never sent it. He then promised to use paypal for the refund and never sent it. He had one lie after another and never produced anything. His name is GUSTAVO E. Millan. He uses alot of broken english, i think i have been had.
