Danny Wong sold me an item that got lost in the mail, they have yet to refund and its close to a year now

I bought an item from Sparktec Motorsports and got it posted to the hotel via DHL.

DHL never delivered. After much correspondance Danny Wong (owner) was chasing DHL for a refund. He had the refund, but has not refunded the order value back to my paypal account. This was January.
