This guy is a fraud and does not follow the rules. Contact the stexas department of licensing and regulations and they will help you recover your funds. Over charges and if they are open 24 hours then you can get your car anytime in the 24 hours. He says cash only. They have to take cash check and credit cards. He says only the registered owner is the only one who can get the car that is not true as well.
