Rear Center Seat belt assembly locks and will not release every time the seat is lowered down

Acquired 2006 Kia Rio5 from Dealer. Rear center-seat belt was secured in place and dealer had changed before I went off ton.

I take advantage of the trunk room regularly, which demands the trunk seats to become reduced into horizontal location. Each time the trunk seat is decreased the trunk center-seat belt construction locks in position and certainly will not launch, and that I have experienced to visit the dealer to truly have the construction set.
