Bumpers and grilles Promises but no delivery—still owes me bumpers paid for 3 years ago

I sent him 2 sets of bumpers for 1962-63 T-Birds plus extra pieces to rechrome, all paid for in advance. He eventually sent back 1 set minus the gas tank lid. He still has the second set and the $ to rechrome it all. He usually does not respond to my calls or letters and relates to me when I do get him that he will call me back with a date when he's going to send everything—but he doesn't. It's been over 5 years since the first set was given to him and 3 (at least) since he got the second!
