Not received $250 voucher for gas

I obtained a card in a dealer in Suffolk, Virginia for $250 voucher for gasoline of my selection. I submitted $5.00 to get a refundable deposit which arrived through on my bank statement. It has been since early this season. It had been mentioned to get voucher in 6 months.
