CARR Subaru Promise to Repai

I bought a car from CARR Subaru in November. I live in Tillamook, several miles away. It took me three trips to the lot to finalize paperwork and in the end they said i could not have a full warranty only a drive train warranty. I knew two electrical problems that needed fixed so I told them I would not buy the car until I had something that said it would be fixed. It was agreed and I was given a pink piece of paper with the problems written down and told they would fix it, just call for an appointment. My car went into the shop today and they called me to tell me that one of the problems they cannot fix because the manufacturer has to do it and one they are going to charge me for. When I went to pick up the car, they told me it was at the manufacturer's being checked and I had to wait. If it was at the manufacturer's then, they obviously work with them, so why can't they fix the one problem? I am simply getting the run-around and being charged for something that should have been done in the first place.
