Dragging their feet Norfolk Virginia

Claim number 02-9400354 reported 25 Dec.
1996 Black 2 door cavalier...

Background Info:
When i left Norfolk VA it was a light rain and clear traffic. Three hours later it was a white out... I slowed down to correspond with congestion and road conditions. I had goodyear snow and mud 15" tires. SUV's disregarded this stuff. Either way between DC and Norwalk OH I saw over 60 cars in various winter poses. I pitied the ones who wrecked trying to miss the ones that did.in MD The fire trucks and ambulances were out before the salt trucks... I didn't see a single salt truck until i arrived in OHIO!!!
I had an accident in which my car was doing less than 30 MPH in the snow on I-70N on Christmas Day in NW MD. When my car slid across the road it also spun around tail first and went into a median guard rail. The passenger side corner bumper area hit first and then the backend of the car hit the guard rail. The hood ended being pushed up about four inches. Later it was found that the hinges were almost bent in half. The front hood latch which was a short U was completey straight. That was the only reason why the hood didn't come throught the windshield and rip my head off. I was wearing my seat belt at the time. I didn't get out of the car. It started right back up and i proceeded onto I-70.
If i would have waited for the police i would have froze to death because they were responding to more serious accidents. The salt trucks were not even out yet!!!
At the first clear exit which also happened to be a rest stop, i called up Progressive insurance and got a claim number. I explained to her that the car was still driveable and that i was heading to Norwalk Ohio to pick up my 12 yr old son for Christmas. She stated that i should call when i get there and they could make arrangements etc... She (Janis?) stated that she was the only one in the office on Christmas Day... No IRV today!!!
Upon my arrival in Ohio and after i took pictures i called them and gave them my phone number at the motel. They called back later and i told them that i had picked up my son and was heading back to Virginia. She said that there wasn't any claims
serious enough that merited her going out into the mess on Christmas day... Lets see understaffed-they could not have come out with a IRV if they wanted too. They said that they would forward my claim to Virginia.
Upon my return to Virginia i called and gave them my claim number and they gave me the local number of Mike Austin. He reviewed the claim and at the very end started to question the policy. It seems to me that he is looking for a loophole so he doesn't have to honor it.
It seems there is a problem with me being in the US Navy stationed in Virginia with a Florida policy. I have lived in PA with a policy written out of Florida so i can keep my Florida tags... (no state tax) This discrepancy has put my policy/car in limbo for a week now. And "Mike" doesn't know what to do and he would have to call me back? Sound familiar? Oh no here comes the big salami.
Feeling a dry hump coming i went outside and banged out the dents in the fender and hood. Life still goes on but not to these people. I then went to both a junkyard and a dealership and replaced almost 200 dollars in new/used parts. Headlight/turnsingal lenses, light bracket, hood latch. After banging out my fender, hood hinges and hood i have come to realize that i may have a future as a blacksmith. Also i now notice that since we have had 2 warm days that my AC doesn't work. Guess what is in close proximity to the passenger side nose? -my compressor... Probably a crack somewhere...
I have receipts. I stitched the rubber bumper piece with cable ties and now looks like Franken-Cavalier. I covered it all with a nose protector-Not pretty but it works!!!"Mike" never did call me back unitl days later. Doesn't want me to deal with anybody but him? But somebody else i talked to was singing the praises of "Mike" Great guy etc...
They are not in any hurry by any means to honor my claim. "Mike" has even stated that i have been paying higher premiums. While he was taping me i was also taping him!!!
So whats the deal? I can see if i owed them money but it looks like that i have been over paying them. They should be out fixing my car and kissing my ass... I know they will grab my auto payment on Jan 4th!!! All that I am being told is that he is "working on it"???
I have had Progressive Insurance since 1992/1993. They have sent policies to my ship and all my other non-Florida addresses.
They always ask for your drivers license number (FL) and plate number (FL) so how can they claim ignorance?
The sales and the claims people are nice but it appears that the adjusters are immoral a-holes... Like i said if i am over paying then why aren't they out here honoring my claim???
Even my deductible for my windshield was a ripoff! $250 deductible while paying over $300 a year in premiums. Seems that my windshield only costs $180!!! So why am i paying over $500 if something happens to my windshield?
It seems that when it comes to renewing or changing my policy that their own personel are not sure what to do. I know that i am not the only squid that does this... Florida tags and live in another state.
State Farm says that they deal with this all the time... Seems that they know what to do...
