Failure to provide power of attorney title registration

My husband leased a vehicle from Chrysler Financial Services and has been attempting to register the vehicle here in Ohio. He is in the military, currently on standby for deployment, and thought it best to register the car in his permanent home state. We have been attempting since mid-July to get the original title, lease agreement and power of attorney sent to the title bureau here in Ohio.

After almost 65 days, the clerks' office at the title bureau in Ohio finally received the title and lease agreement; however, the power of attorney that was sent was for my husband, not me (which is what we requested and what is needed for me to complete the registration process). Here it is nearly four full months later and our vehicle is still not properly registered in either state. Because it is not validly tagged we cannot drive it. So, we have a $30,000 vehicle that we cannot legally drive because anyone at Chrysler Financial Service keeps passing the buck! Because we cannot drive the vehicle we have withheld payment and they are of course threatening reposession. We are to the point of taking the care back to the dealer and leaving it.

Is there any help?!!!
