Ripoff and dishonest fradulent business, paid in full, but no parts in return

On May 14, I called Dmitry Ormanzhi in search for a part (driver side apron clip for a Lexus IS 300) to replace the damaged piece on the Lexus IS 300 my company is rebuilding. I gave him a description of where I needed the part cut. He gave me a description of a part he had similarly cut to what i needed, but not exact and may be of some use.

We agreed I would send him pics of part still attached on the vehicle we were working on, and then he would send pics of the part he had already cut. After the emails were completed on May 16, I stated to Dmitry his part wan't exact, but we could manage it, and to quote me a price. I didn't receive a quote until later that evening. So, I promised him the funds the following morning through Pay Pal to get a faster transaction all in one day.

After hitting the sudmit button on Pay Pal, I received a notification to my email from Pay Pal stating, "The funds would not clear my bank until May 22." Being as were already pressed for time, and I felt this was unfair to Dmitry and me too, I rushed over to the bank, where at this time, I called him to get his bank information to complete a wire transfer. Within 45 minutes, the funds were dispersed from my account into his.

I sent him an email approximatel 2 hours later stating, "to email me the tracking code of the part once it had been shipped." He called me shortly after and said, "He could see the money in his account, but his bank would not release the funds for 24 hours."

On May 18, I sent a reminder email to Dmitry in regards to the tracking code, he never responded. On May 21, I sent another email, then called him to remind him of my part. Dmitry called me later that evening stating, "he was at Fed Ex and shipping the part." I received a Fed Ex notification with a tracking code and the display read "pakage picked up at 5:01 pm".

The following morning on May 22, i went to the Fed ex tracking website to check the status of the package, it remained to show the same display, as if it had not moved, there were no updates on the package. On May 23, I checked again, but this time I called Fed Ex and placed a trace on the package. For the next two to four days, I have been talking with Fed Ex in search of the part and relaying the information to Dmitry.

I advised Dmitry that should I not receive my part by May 25, I would need a refund wired back into my account or another part cut and mailed to me express. He replied, " I will not refund anything yet or ship other parts until Fed Ex has declared something." I then replied to him, "The trace department has no information on this package, and shall i not receive by May 26, then I'll report it to the attorney state general." His reaction was, "do what you want."

In addition, Pay Pal re submitted the payment for 360.00 from my account on May 25, and is depositing it into his account. Now, I am out of 720.00,360 wired for a part i dont have and 360 taking from my account with out my approval. I filled out an affidavit with my bank, called Pay Pal and emailed Dmitry, he stated, "dont contact him, talk to pay pal." And then asked what are we going to do about my part? He emailed me back one word: "wait"

Dmitry will not refund my money or ship me a part. This is bad business!
