Fraud company and employees, liers and rude!

Hello, here is my situation, on november 18 i decided to travel to san antonio tx, to purchase a new vehicle, i live in Laredo TX, 160 miles away. I choose the car and everything was so far ok, but i was missing the INSURANCE, so the delaer call this person from FRED LOYA INSURANCE, named DAVID MASCORRO, i was so tired and it was too late i just want it to close the deal and home,

So this guy (DAVID) was giving me these TREMENDOUS HIGH QUOTES, until we came up to a deal, i agree to pay $175 first month and $180 for the deposit, we close the deal. I decided to get quotes from my local area and i found the price that i was looking for, so i decided to cancel the policy with FRED LOYA INSURANCE on NOVEMBER 22 BUT IT WAS REFUNDED NOT BY FRED LOYA, BUT BY PROGRESSIVE INSURANCE, POLICY NUMBER 19289439-0,

I think that FRED LOYA INSURANCE have like different providers, anyways, i got a refund of $101.79 like 2 weeks later after the policy was cancelled. OK FROM THE $175 THAT I PAID THEY REFUNDED ME $101.79 OK SO FAR SO GOOD.

WHEN I SAW THE CREDIT BACK TO MY ACCOUNT, I DID NOT SEE THE $180.00 FROM THE DEPOSIT, SO I CALL CUSTOMER SERVICE FOR DETAILS AND THEY TOLD ME THAT I NEED TO TALK TO THE PERSON WHO MADE ME THE POLICY, i called this person and spoke with him, and he told me that the $180.00 was not for the deposit, but it was for the SERVICE THAT HE GAVE ME!!! And that there was no refund at all,

We argue for a while because he never told me that, HE NEVER GAVE ME A PAPER STATING THAT THE MONEY WAS FOR HIS SERVICE, i signed 2 papers only that i have with me, 1 is for the monthly service of $175.00 and the other for $180.00 i taught it was for the deposit it saids TOWBUSTERS, he told me that it was a service that it was included in the package for free, but it was his COMMISION, but on either paper states the SERVICE FEE.

When we spoke on the phone he was so rude, yelling and screaming at me, i decided to talk to his manager but the same thing happened, they agreed to refund my money within 3-5 weeks and yet not received anything. They are liers and a bunch of rats... If someone out there think that we can do something else please email me as soon as possible, thanks
