Consumer Fraud, not following written guarantees

I ordered tires for my Ford Fiestiva on Wednesday afternoon at about 2:00, and by Friday evening at 5:45 PM, we still didn't have the tires.

Pep boys has a guarantee that if the tires are not in the store in 48 hours, we get them free. I've waited over 48 hours and asked to see the manager. The manager told me that we ordered them too late in the day (how is 2 pm too late?) and I asked to see a written policy and the manager (Diane) said there was no written policy regarding the tires.

I don't appreciate being lied to, or being jerked around by a company that should know better and have their guarantees in writing. I want to see a written guarantee regarding their policy for the tires and I don't want to be abused by the pep boy manager regarding this situation. Diane was very rude, and total blew us off.
