Ripoff fraudulent representation sale of motor vehicle

Global Motor Cars advertised a vehicle on Ebay as in excellent condition with all with all mechanical features working! They advertised and verbally assured me that the vehicle would be delivered to me having been detailed, with a complete oil change and a full tank of gas. I contacted Global Motor Cars (Salim) and agreed to wire the funds to him. I paid his price without negotiation. I wired the funds the next day. It took days to receive the title when I was told that I would have it the next day and weeks to receive the vehicle. It was not shipped to me as expeditiously as promised. I received it late one cold evening at a truck stop in Richmond, VA. I am a single woman and had a girlfriend drop me off to pick up the truck. I found it filthy dirty, no fuel what-so-ever (it was running on fumes), a flat tire, two quarts low of dirty oil (low oil pressure), and no heat at all.

I think the cold was a blessing because I quickly found out before the end of that evening, that the vehicle will not run when it warms up. It has cracked heads, bad injector pump, various other problems - needs an entirely new motor! I had to be towed on a flatbed truck. I have approx $10,000 invested in the vehicle now with an anticipated $8-10,000 for the new motor (Turbo charged diesel). Global Motor Cars (Salim) will neither accept nor return my telephone calls. I cannot afford the $5,000 quoted to me to seek legal representation, especially in light of the $8-10,000 in repairs that I am facing. Salim lied to me on numerous occasions! Said the vehicle would be thoroughly checked my his mechanic. He even agreed to reimburse me for not having the vehicle detailed - said he was too busy. I have not seen nor heard a thing from him. As I stated, he will not take nor return my calls. This has been a nightmare and financial devastation to me. I purchased the vehicle in January and still am unable to use it. It is still with the mechanic (April). Of course, I am still making payments and incurring expenses on a vehicle that I do not have and cannot use!
